Ts`ao Kung has the note: "He who wishes to fight must first count the cost," which prepares us for the discovery that the subject of the chapter is not what we might expect from the title, but is primarily a consideration of ways and means.
Sunzi II. 2.
When you engage in actual fighting, if victory is long in coming, then men's weapons will grow dull and their ardor will be damped. If you lay siege to a town, you will exhaust your strength.
Again, if the campaign is protracted, the resources of the State will not be equal to the strain.
Giles II.2,3.
Je dis plus : ne différez pas de livrer le combat, n'attendez pas que vos armes contractent la rouille, ni que le tranchant de vos épées s'émousse. La victoire est le principal objectif de la guerre. S'il s'agit de prendre une ville, hâtez-vous d'en faire le siège ; ne pensez qu'à cela, dirigez là toutes vos forces ; il faut ici tout brusquer ; si vous y manquez, vos troupes courent le risque de tenir longtemps la campagne, ce qui sera une source de funestes malheurs.
